Decision Events: Squabblers, Thieves and what else?
SQUABBLERS, THIEVES, HIGHWAY MEN.. GOOD GAME EMPIRE NEW ADDITION
If you check the keep of your Main Castle in Green, you will find few things there with the ! sign. I found Squabblers in my castle and now an alliance member sent a screenshot of Thieves in their castle.

Ideally I think they give you more wood or Stone.... nothing else.
